About the Position:
The College of Humanities and Social Sciences (HSS) is committed in educating students to be culturally, globally, socially, historically, and environmentally astute, civically responsible alumni able to navigate an increasingly complex and interconnected world. We seek an exceptional individual to join our team as the Budget Analyst III. The ideal candidate in this role should have a positive attitude and an active, energetic mind characterized by highly ethical practices and a commitment to inclusivity, openness, flexibility, integrity, and kindness.
Under the general supervision, the Budget Analyst III performs advanced budget analysis work. Assists the Dean, Associate Deans, and Financial Resources Manager (FRM) with developing, using, and overseeing the annual budget and spending, working closely with the Provost’s Office Academic Resources and Administration and Finance staff. Ensures financial activities and transactions within HSS comply with University, College, CSU, and State requirements and Generally Accepted Accounting Standards (GAAS) and Governmental Accounting Standards for all procurement and expenditure of State, Philanthropic, and Auxiliary funds and resources. Provides recommendations on fiscal matters for the college, including independently initiating action, researching, analyzing, and resolving outstanding items. Review results against targets, budgets, and provide regular and accurate reports to the Dean, Associate Deans, FRM, departments, and other units.
In collaboration and consultation with the FRM, the Budget Analyst III ensures timely dissemination and collection of funds due to and from all sources to the college and its operational units. Reinforces the use of proper coding to ensure data integrity. Represents the college as the primary contact for all college financial matters when FRM is unavailable. Maintains operational expense and budget records, including, but not limited to, American Society of Cytopathology (ASC) Foundation grants, Cal State Fullerton Philanthropic Foundation (CSFPF) Scholarships, Endowment, and trust accounts. Assists in developing and implementing procedures and adherence to policies to enhance department operations about financial resources. Reviews and evaluates trends in institutional research and analytical studies data in HSS in conjunction with financial projections and analysis to provide budget projections. Assists and advises college administrators and Department Chairs in decision-making and strategic planning. Tracks faculty release and buyout time for grant and intercampus administrative activities to develop part-time faculty cost projection models. Coordinates and oversees duties between different department personnel to ensure completion of fiscal and project-related activities. In the absence of a department Administrative Support Coordinator II, the Budget Analyst III serve as a backup to all fiscal processing to the department (purchasing, payments, and budgets) and in the absence of the accountant, serve as backup on all college accounting processes (budgetary processes, purchasing, and reconciliation). Performs other duties as assigned.

Essential Qualifications
|
Equivalent to a bachelor’s degree in a related field and four years of relevant experience. Additional experience which demonstrates acquired and successfully applied knowledge and abilities shown above may be substituted for the required education on a year-for-year basis. An advanced degree in a related field may be substituted for the required experience on a year-for-year basis. Working independently under general supervision, performs advanced budget analysis work by exercising lead oversight for most projects and responsibilities. Applies advanced knowledge or expertise to recommend and implement strategic plans and initiatives. Demonstrates advanced discernment in selecting methods and techniques for obtaining solutions. In collaboration with management, oversees, assesses, formulates, and evaluates programs, policies, and procedures. Decision-making is based on budget analysis best practices; relevant regulations; advanced experience; and university goals and practices. Work is focused on ensuring alignment with overall objectives. Handles multiple work priorities and may provide lead work direction with accountability for results. Advanced knowledge of financial, budgetary, and accounting principles and practices. Thorough knowledge of the purpose, functions, and fiscal organization of the campus(es). Thorough knowledge of the principles of position control and budgetary alignment. Advanced knowledge of the principles and practices of public finance, administrative personnel, fiscal management, and cash-flow management. Advanced knowledge of research techniques and statistical principles and procedures. Knowledge of or ability to quickly learn the financial structure and financial procedures of the university. Ability to analyze and review the campus budgets and financial practices, and present complex budget information in a clear, concise, and professional manner, analyze situations accurately, and develop an effective course of action. Advanced analytical skills in order to evaluate and interpret data to develop sound conclusions and recommendations. Advanced communication and interpersonal skills to effectively present information and ideas and advise managers, staff, and faculty regarding budgeting policies and procedures. Ability to effectively mentor or lead the work of others.
A background check (including a criminal records check) must be completed satisfactorily and is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to complete the background check satisfactorily may affect the continued employment of a current CSU employee who was conditionally offered the position.

Preferred Qualifications
|
Master's degree from an accredited four-year college or university. Knowledge of integrated financial systems and business software. Five years of experience in budget management, accounting, and financial academic operations. Demonstrated organizational and analytical abilities to identify effectively, independently, and proactively, plan, direct, and resolve many complex financial and operational issues. Ability to take initiative and plan, organize, coordinate, and perform work in various situations involving numerous demands. Ability to interpret and evaluate existing policies and implement necessary changes. Independently research, analyze financial data, problem solve, and make decisions. Extensive computer knowledge and skills with PC Windows utilizing Excel and Work software to design complex spreadsheets to review and analyze financial data with a high-level of proficiency. Microsoft Outlook, Excel, Word, and experience extracting data from enterprise systems (e.g., banner, PeopleSoft). Knowledge of principles and practices of governmental budgeting and accounting. Proficiency with data extraction, analysis, and report generation using Excel, Pivot Tables, or other tools. General knowledge of the laws relating to the financial administration of State government funding. Familiarity with the Generally Accepted Accounting Principles (GAAP). Creativity, and resourcefulness to investigate, recommend, and implement solutions to complex problems. Flexibility to function effectively under critical deadlines, interruptions, and a continuously changing work environment. Thorough knowledge of college or academic operations unit procedures and policies.
