Job Summary:

Under the general supervision of the Chief of Staff and Director of Operations & Fiscal Management, the Budget Analyst will perform advanced and complex fiscal analysis work for the student affairs division (including stateside, auxiliary, and grant funding sources).

Responsibilities:

  • Working independently under general supervision, performs advanced budget analysis work by exercising lead oversight for the division's approximately $40M annual budget, encompassing all divisional business units, programs, and funding sources, to ensure alignment with the university's budget process.
  • Monitors divisional expenditures, revenues, commitments, fund balances, and available resources to ensure financial activities remain within approved budgets and established fiscal parameters, supports fiscal year-end close activities, and serves as a fiscal resource to provide guidance regarding division budget administration, financial processing, and allowable expenditures.
  • Prepare comprehensive budget materials, financial analysis, executive summaries, and supporting documentation to evaluate, summarize, analyze, and justify budget requests, resource allocations, and other fiscal-related matters.
  • Develops, monitors, and maintains divisional business processes, standards, and procedures, in alignment with CSU and applicable policies, to enhance financial transparency, improve budget monitoring, and support data-informed decision-making.
  • Assists management in establishing, evaluating, and maintaining effective internal controls and segregation of duties to promote fiscal accountability, safeguard university resources, mitigate financial risk, and ensure compliance with established policies and procedures.
  • Supports division fiscal operations, including but not limited to procurement, payables, payroll, human resources, accounting services, and other related administrative functions.
  • Monitors and maintains division funds and charts of accounts to promote accurate reporting, appropriate use of funds, and effective fiscal management,
  • Exercise advanced discernment and in-depth knowledge of budgeting best practices and university guidelines to independently analyze identified fiscal issues, evaluate alternatives, and recommend appropriate solutions. 
  • Maintains confidentiality and exercises appropriate discretion when analyzing and communicating sensitive financial, personnel, organizational, and strategic information.
  • Conduct extensive and comprehensive financial data compilation, querying, organizing, and analyzing large volumes of financial data, encompassing all divisional business units, programs, funds, and funding sources.
  • Respond to complex and ad hoc financial data requests from division leadership, determining appropriate data requirements, conducting analysis, and presenting findings in a clear and consistent format.
  • Independently performs complex financial analysis to identify trends, variances, risks, and opportunities that may impact divisional operations, resource allocation, and long-term fiscal sustainability.
  • Independently surveys, researches, and investigates complex budget and fiscal matters, including collecting, interpreting, and comparing information from CSU and state databases, institutional systems, peer institutions of higher education, and other authoritative sources as warranted.
  • Analyzes and monitors the division’s position control and budgetary control functions, including salary and benefit commitments, vacancies, position funding, personnel changes, and projected personnel expenditures to assess impact on division resources.
  • Collaborates with various stakeholders on organizational development to analyze and support organizational planning to meet strategic organizational goals.
  • Conducts in-depth troubleshooting of fiscal-related problems to identify emerging fiscal trends, potential budgetary risks, and resource constraints, and proactively communicates with division leadership.
  • Provides lead work direction and mentoring to other division employees, including but not limited to training, guidance, and assistance.
  • Collaborates with division managers in support of sound business and fiscal operations.
  • May be required to travel to the Palm Desert Campus to provide operational and fiscal support, as needed.
  • Provides fiscal-related support for divisional initiatives and programs, in support of strategic goals and student success.
  • Other classification-Related Duties as assigned

Minimum Qualifications:

  • Equivalent to a bachelor's degree in a related field and four years of relevant experience. Additional experience which demonstrates acquired and successfully applied knowledge and abilities shown may be substituted for the required education on a year-for-year basis.

    An advanced degree in a related field may be substituted for the required experience on a year-to-year basis.

Required Qualifications:

  • Advanced knowledge of financial, budgetary, and accounting principles and practices.
  • Thorough knowledge of the purpose, functions, and fiscal organization of the campus.
  • Thorough knowledge of the principles of position control and budgetary alignment.
  • Advanced knowledge of the principles and practices of public finance, administrative personnel, fiscal management, and cash flow management.
  • Advanced knowledge of research techniques and statistical principles and procedures.
  • Knowledge of or ability to quickly learn the financial structures and financial procedures of the university.
  • Ability to analyze and review the campus budgets and financial practices, and present complex budget information in a clear, concise, and professional manner, analyze situations accurately, and develop an effective course of action.
  • Advanced analytical skills in order to evaluate and interpret data to develop sound conclusions and recommendations.
  • Advanced communication and interpersonal skills to effectively present information and ideas and advise managers, staff, and faculty regarding budgeting policies and procedures.
  • Ability to effectively mentor or lead the work of others.

Preferred Qualifications:

Prior knowledge and experience in higher education, preferably student affairs.

Compensation and Benefits:

The salary offered will take into account internal equity and experience among other factors.

Initial salary step placement will be Step 1 - $5,877 – Step 10 -$7,023 per month for qualified candidates.

CSU Classification Salary Step Range: $5,877 - $8,561 per month (Step 1 – Step 20)

Position Information:

Work status: Full-time / Exempt / Probationary

Academic year schedule: Monday through Friday (8:00 am – 5:00 pm), some evenings/weekends.

Summer schedule: Monday through Thursday (7:00 am - 5:30 pm), some evenings/weekends.

Background Check
